SUBHADRA Yojana is a flagship women-centric welfare scheme launched by the Women and Child Development Department, Odisha, Government of Odisha. The scheme aims to financially empower women belonging to low-income families by providing direct monetary assistance, promoting digital literacy, and ensuring access to social security benefits.
Originally announced as an election promise, the scheme was officially launched on 17 September 2024 and is being implemented across all 30 districts of Odisha.
What is Odisha Subhadra Yojana?
Odisha Subhadra Yojana is a financial assistance scheme under which eligible women beneficiaries receive a total assistance of ₹50,000 over a period of five years. The primary objective is to strengthen the socio-economic condition of women and their families by providing stable annual financial support along with incentives for digital transactions.
The scheme also focuses on enhancing women’s participation in digital banking through the issuance of a Subhadra ATM-cum-Debit Card.
Key Benefits of Subhadra Yojana
Under the Odisha Subhadra Yojana, women beneficiaries receive the following benefits:
Eligible women will receive ₹10,000 per year for five consecutive years, amounting to a total financial assistance of ₹50,000. Each annual installment is credited in two equal parts of ₹5,000.
The first installment of ₹5,000 is credited on International Women’s Day (8 March), while the second installment of ₹5,000 is credited on the occasion of Raksha Bandhan (August).
Every beneficiary is also issued a Subhadra Debit Card, which helps promote digital banking and cashless transactions. Additionally, 100 women beneficiaries from each Gram Panchayat or Urban Local Body who complete the maximum number of digital transactions in a year will receive an additional incentive of ₹500.

Eligibility Criteria for Subhadra Yojana
To avail the benefits of Subhadra Yojana, women applicants must fulfill the following eligibility conditions:
Applicants must be permanent residents of Odisha and fall within the age group of 21 to 60 years. Both married and unmarried women are eligible.
Women should possess an NFSA or SFSS card. However, women without these cards can also apply if their annual family income does not exceed ₹2.5 lakh.
Women engaged in salaried jobs or employed through outsourcing agencies are eligible, provided they do not fall under ineligible categories. Daughters of Anganwadi Workers and Helpers are also eligible.
Women who attain the age of 60 years during the scheme period (2024–2028) will continue to receive benefits.
Ineligibility Criteria
Applicants will not be eligible under Subhadra Yojana if they fall under any of the following categories:
Women below 21 years or above 60 years as of 1 July 2024 for the 2024-25 financial year are not eligible. Women receiving monthly pensions or scholarships of ₹1,500 or more or annual benefits of ₹18,000 or more are excluded.
Regular or contractual employees of the Central or State Government and pensioners are not eligible. Women or their family members who are income-tax payees, MPs/MLAs, or elected representatives in local bodies (except ward members) are also excluded.
Families owning more than 5 acres of irrigated land or 10 acres of non-irrigated land, or owning four-wheelers (except permitted vehicles), are not eligible.

Applicants must submit the following documents while applying:
Aadhaar Card, Aadhaar-linked bank account details, active mobile number, and bank account information for DBT transfer.
Application Process for Subhadra Yojana
Women beneficiaries can apply for Subhadra Yojana through offline and online modes.
Currently, applications are being accepted offline, while the online application portal will be launched soon on the official Subhadra Yojana website.
It is mandatory for all applicants to complete e-KYC verification through Aadhaar-based face authentication.
Offline Application Process
Eligible women can obtain the Subhadra Yojana application form free of cost from Anganwadi Centres, Mo Seva Kendras, Block Offices, Urban Local Body offices, and Common Service Centres.
Applicants must fill the form correctly, attach required documents, and submit it at the nearest service centre. No application or submission fee is charged.
After verification, applicants receive confirmation via mobile SMS. Selected beneficiaries can collect their Subhadra Debit Card from the Block Office or Anganwadi Centre.
